Born and raised in Lorain County, Cara Marie Finnegan’s roots are firmly planted in her community. She moved to Cleveland Heights to pursue her legal education at Case Western Reserve University School of Law and returned to Lorain County to practice law, further deepening her commitment to the area she calls home.
Cara has carved a distinguished career as an Assistant Lorain County Prosecuting Attorney, dedicating over a decade to public service. Beginning her journey in 2011, Cara served diligently under the leadership of Lorain County Prosecuting Attorneys Dennis P. Will and J.D. Tomlinson. Her experience spans across the Juvenile and Civil Divisions, where she provided invaluable legal counsel. Her roles include prior counsel for Lorain County Child Support Enforcement Agency (CSEA) from 2011 to 2013 and for Lorain County Children Services from 2013 to 2023. In her final years with the office, Cara took on the pivotal role of Supervisor of the Abuse, Neglect, and Dependency Division from 2022 to 2023.
In addition to her prosecutorial roles, Cara served as a Committee Member for the Public Children Services Association of Ohio from 2022 to 2023. In this capacity, she assessed proposed legislation to determine potential impacts on public children’s services agencies, demonstrating her commitment to proactive and thoughtful legal analysis. She also participated in monthly case peer review sessions with the Kidz First Children’s Advocacy Center and engaged with other community representatives, further showcasing her collaborative approach to law.
Cara's approach to client relations is rooted in empathy, expertise, and accessibility. Comfortable in both the trial setting and the courtroom, she provides her clients with a comprehensive view of their options, aiding them in finding the best solutions for themselves and their families. Her willingness to listen and offer unwavering support makes her a trusted ally for her clients. Moreover, Cara prides herself on her accessibility, accommodating clients' schedules and needs to ensure they feel prioritized and understood.
Cara's dedication to community extends beyond her legal practice. She volunteered for the Legal Aid Society of Cleveland from 2010 to 2011, where she ran the Pro Se Divorce Clinic and assisted in divorce actions. Additionally, she volunteered to assist during Guardian Ad Litem trainings for Lorain County Voices for Children, supporting the Court Appointed Special Advocates (CASA) program. As an active member of the Ohio State Bar Association and Lorain County Bar Association, Cara continues to contribute to, and engage with, her local legal community.
Outside of her professional life, Cara enjoys spending quality time with friends, family, and her beloved dog, Olivia. Her passions also include traveling, reading, and indulging in her creative side through painting.
